Solar Panels for Historic and Older Homes in Petworth

Solar Panels for Historic and Older Homes in Petworth

Petworth is one of the most historically dense small towns in West Sussex. Its medieval street pattern, high concentration of listed buildings, and position within the South Downs National Park make it one of the more complex locations for solar panel installation in the region. With the right preparation, however, solar is achievable.

Petworth is within the South Downs National Park

Petworth falls entirely within the South Downs National Park. The South Downs National Park Authority (SDNPA) is therefore the planning authority for all properties in the town. Any planning application relating to solar panels in Petworth is made to the SDNPA, not to Horsham District Council or any other local authority.

The South Downs National Park is designated Article 2(3) land throughout its extent. Solar panels on the principal elevation of a dwelling fronting a highway are not permitted development in the National Park — planning permission from the SDNPA is required for those panels. The SDNPA published a Technical Advice Note on Small Scale Renewable Energy, updated in December 2025, which is a useful document to read before engaging with the planning process.

The character of Petworth

Petworth is a compact market town with a relatively dense historic core. Much of the town centre comprises buildings from the 17th, 18th, and early 19th centuries — a high proportion of which are listed. The streetscape is notably coherent, with consistent building lines, traditional materials (Horsham stone, brick, flint, plain clay tiles), and an absence of the more varied post-war development found in larger towns.

The listed building concentration means that a significant number of homes and commercial properties in Petworth will require both planning permission and listed building consent for any solar installation, in addition to being within the National Park. This is the most demanding combination of planning requirements that applies anywhere in the region.

Listed buildings in Petworth: two consents required

For any listed building in Petworth, solar panels are never permitted development. Both a full planning permission and a separate listed building consent are required before any work can begin, regardless of where on the building the panels are positioned. The SDNPA is the authority for both applications.

The authority will assess planning permission against the impact on the character and appearance of the area and the objectives of the National Park. Listed building consent will be assessed against the impact on the building's fabric, significance, and the reversibility of the proposed works. Historic England's guidance on solar on historic buildings, and the SDNPA's December 2025 Technical Advice Note, set the standard framework for these applications.

Unlisted properties in Petworth's conservation area

Not every property in Petworth is listed, even though many are. For unlisted dwellings within the conservation area, the Article 2(3) restrictions apply alongside the general National Park restrictions. Solar panels on the principal elevation of an unlisted dwelling fronting a highway are not permitted development. Panels on rear and side elevations that do not constitute the principal elevation fronting a highway may still fall within Class A permitted development, subject to the standard conditions.

Townscape sensitivity and design

Petworth's townscape is sensitive, and the SDNPA will assess any solar installation in the context of the town's overall character. In practice, this means:

  • Rear-elevation installations are generally preferable and less likely to attract objection.
  • Outbuildings, coach houses, or annexe structures positioned away from the principal frontage may offer useful alternatives.
  • In-roof systems that sit flush with the roof surface are generally considered less visually intrusive.
  • Dark frames and low-reflectance panels tend to be preferred against the traditional roofing materials that characterise the town.

Pre-application advice from the SDNPA

For properties in Petworth — especially listed buildings or properties in the most sensitive parts of the conservation area — taking pre-application advice from the SDNPA before preparing a formal application is strongly recommended. The SDNPA offers a pre-application advice service, and engaging with it before committing to a system design can save significant time and cost. Contact details for the SDNPA planning service are available at southdowns.gov.uk.

Frequently Asked Questions

Is Petworth in the South Downs National Park?

Yes. Petworth falls entirely within the South Downs National Park. The South Downs National Park Authority (SDNPA) is the planning authority for all properties in the town. Any planning application for solar panels in Petworth is made to the SDNPA. National Park rules apply throughout — including the restriction on solar panels on principal elevations fronting a highway.

Do I need listed building consent for solar on my Petworth house?

If your property is a listed building, yes. Solar panels on listed buildings are never permitted development in England. Both planning permission and listed building consent are required from the SDNPA before any work can begin. If you are unsure whether your property is listed, you can check the National Heritage List for England at historicengland.org.uk.

Can I install solar on an outbuilding if the main house is listed?

Possibly, but the answer depends on the outbuilding's status. An outbuilding that is itself listed in its own right requires the same consents as the main building. An outbuilding that was built before 1 July 1948 and sits within the curtilage of the listed building is likely to be curtilage listed. Modern outbuildings built after 1948 may not be curtilage listed, but this is not guaranteed. Checking the position with the SDNPA before assuming an outbuilding is outside the listing is essential.

Who should I contact about solar planning in Petworth?

The South Downs National Park Authority is the planning authority for Petworth. Their pre-application advice service, available through southdowns.gov.uk, is the recommended first point of contact for any solar project where planning permission or listed building consent may be required.

Does Omni3 work in the Petworth area?
