Solar planning considerations in Pulborough

Horsham District Council is the planning authority for most properties in Pulborough. For standard unlisted homes outside any conservation area, solar panels on roof slopes are generally permitted development without a planning application, provided they meet the standard conditions set out in Part 14, Class A of the General Permitted Development Order 2015 — including the requirement that panels protrude no more than 200mm from the roof surface and do not exceed the highest point of the existing roof.

The Lower Street Conservation Area covers part of the historic core of the village. Properties within it are subject to Article 2(3) restrictions: solar panels on the principal elevation of a dwelling fronting a highway are not permitted development in a conservation area. Planning permission from Horsham District Council is required for those panels. Panels on rear and side elevations that do not front a highway may still be permitted development, subject to standard conditions.

Rural properties and farms on the outskirts of the village are generally outside the conservation area, and standard permitted development rules are likely to apply for unlisted buildings. However, older farmhouses and agricultural buildings are more likely to carry listed status than modern residential homes, so checking the National Heritage List before proceeding is advisable for any property with visible historic character.

The South Downs National Park boundary runs to the south of Pulborough, and some properties at the southern edge of the parish may be within the National Park rather than Horsham District. The only reliable way to confirm this is to check both horsham.gov.uk and the SDNPA's interactive map at southdowns.gov.uk for your specific address.

Outbuildings and garages can be an effective alternative or supplementary location for solar panels, particularly for properties in the conservation area where the main house faces planning constraints. A rear-facing detached garage or south-facing outbuilding may offer a good technical location and a more straightforward planning position.
