Horsham District Council is the planning authority for most properties in Pulborough. For standard unlisted homes outside any conservation area, solar panels on roof slopes are generally permitted development without a planning application, provided they meet the standard conditions set out in Part 14, Class A of the General Permitted Development Order 2015 — including the requirement that panels protrude no more than 200mm from the roof surface and do not exceed the highest point of the existing roof.

The Lower Street Conservation Area covers part of the historic core of the village. Outbuildings and garages can be an effective alternative or supplementary location for solar panels, particularly for properties in the conservation area where the main house faces planning constraints. A rear-facing detached garage or south-facing outbuilding may offer a good technical location and a more straightforward planning position.
